Subject: [PATCH 1/4] Revert "require automake >= 1.15"

This reverts commit 67577443f839be953e7c9c9dfd53c06cbd08525f
to allow re-running automake in RHEL7.
The reverted commit suggests that the newer automake was needed on Tru64,
which does not concern us.
