 htmlParseSystemiteral

* HTMLparser.c: Add BASE_PTR convenience macro.
(htmlParseSystemLiteral): Store length and start position instead
of a pointer while iterating through the public identifier since
the underlying buffer may change, resulting in a stale pointer
being used.
(htmlParsePubidLiteral): Ditto.
