__inet6_scopeid_pton: Remove attribute_hidden, internal_function
This change makes the inet_pton parser more strict for IPv6 addresses
(upstream bug 16637). The stricter __inet6_scopeid_pton parser is not
effective yet with this patch because it is not used by the library yet.
