Very late testing of the previous firmware revealed that some VFs were
locked out due to a multicast bug. The issue is resolved in this firmware.

Video Processor Unit is a HW video controller. It controls
HW Codec including H.264/VP8/VP9 Decode, H.264/VP8 Encode
and Image Processor (scale/rotate/color convert). This patch
is to support H.264/VP8 encode.
