amdgpu: update DMCUB firmware to 0.0.193.0 for DCN31 and DCN314

From internal git commit 32e54270957e4262f35baa8e74e0e367bf90ddfa.

Tested with DC v3.2.261

Release notes:

- ABM fixes
- Fix a hang issue observed during stress testing
- Fix an issue that cause the backlight level to change after power
  cycling a display
