linux-firmware: update firmware for en8811h 2.5G ethernet phy

1. Fix the issue of external loopback
2. Fix the issue of down-shift
3. Add surge protection to support 0R and 5R mode
4. Enhance cable diag accuracy of cable length
5. Improved IoT performance and stability
