qca: add firmware for WCN3950 chips

Add bluetooth firmware for the WCN3950 family of chips. The firmware
comes from the RB1 firmware released through Linaro, so the firmware is
licensed under LICENSE.qcom terms instead of the typical
LICENSE.QualcommAtheros_ath10k.
