Add a built-in userdiff driver for the Swift programming language so that
diff hunk headers and word diffs work out of the box for ".swift" files.
The funcname pattern is built for Swift's own declaration grammar: an
optional run of attributes ("@objc", "@available(iOS 13, *)", ...),
followed by an optional run of lowercase modifiers ("public", "static",
"final", ...), followed by a declaration keyword (func, class, struct,
enum, protocol, extension, actor, init, deinit, subscript). The keyword
is followed by a boundary that allows whitespace, "(" (init/subscript),
"?" or "!" (failable init), or "<" (generics), while still acting as a
word boundary so e.g. "initialize(" does not match.
The word regex recognizes Swift identifiers, hexadecimal, octal, binary,
integer and floating-point literals, and the language's operators.

Common Lisp has top-level forms, such as 'defun' and 'defmacro', that
are not matched by the current Scheme pattern. Also, it is more
common in CL, when defining user macros intended as top-level forms,
to prefix their names with "def" instead of "define"; such forms are
also not matched. And some top-level forms don't even begin with
"def".
On the other hand, it is an established formatting convention in the
Lisp community that only top-level forms start at the left margin. So
matching any unindented line starting with an open parenthesis is an
acceptable heuristic; false positives will be rare.
However, there are also cases where notionally top-level forms are
grouped together within some containing form. At least in the Common
Lisp community, it is conventional to indent these by two spaces, or
sometimes one. But matching just an open parenthesis indented by two
spaces would be too broad; so the pattern added by this commit
requires an indented form to start with "(def". It is believed that
this strikes a good balance between potential false positives and
false negatives.

The documentation is using the historical mode for titles, which is a
setext-style (i.e., two-line) section title.
The issue with this mode is that starting block delimiters (e.g.,
`----`) can be confused with a section title when they are exactly the
same length as the preceding line. In the original documentation, this
is taken care of for English by the writer, but it is not the case for
translations where these delimiters are hidden. A translator can
generate a line that is exactly the same length as the following block
delimiter, which leads to this line being considered as a title.
To safeguard against this issue, add a blank line before and after
block delimiters where block is at root level, else add a "+" line
before block delimiters to link it to the preceding paragraph.

All the documentation .txt files have been renamed to .adoc to help
content aware editors.

We presently use the ".txt" extension for our AsciiDoc files. While not
wrong, most editors do not associate this extension with AsciiDoc,
meaning that contributors don't get automatic editor functionality that
could be useful, such as syntax highlighting and prose linting.
It is much more common to use the ".adoc" extension for AsciiDoc files,
since this helps editors automatically detect files and also allows
various forges to provide rich (HTML-like) rendering. Let's do that
here, renaming all of the files and updating the includes where
relevant. Adjust the various build scripts and makefiles to use the new
extension as well.
Note that this should not result in any user-visible changes to the
documentation.
