autoconf: Move site configuration section earlier in configure.ac
Move site configuration section, i.e. --with-PACKAGE[=ARG] and --without-PACKAGE, --enable-FEATURE[=ARG] and --disable-FEATURE options to the beginning of configure.ac file, just after definitions of macros.
