/usr/lib/dracut/dracut.conf.d/*.conf can be overwritten by the same
filenames in /etc/dracut.conf.d.
Packages should use /usr/lib/dracut/dracut.conf.d rather than
/etc/dracut.conf.d. /etc/dracut.conf.d belongs to the system
administrator.
