TEST-30-ISCSI: switch to scsi-target-utils

netbsd-iscsi is not available on RHEL

Beef up the testsuite to use the two targets over different
interfaces.

Test the new iSCSI parameters rd.iscsi.waitnet and rd.iscsi.testroute.
